Which is best for FREE$

I am working in a small school district with not much money at this time. I have used Footprints in the past and liked it very well. Unfortunately, it just costs to much. There is only 2 sysadmins here and was wondering out of all the ones posted would anyone say is the best and why? Here are some of the requirements:

1. Web-based or at least some it
2. Can be emailed to to have an issue/ticket created
3. User can login from web to create issue
4. Can have a searchable knowledge base

Platform does not matter at this time. We don't own Oracle, either.
I really don't see any reviews of the free ones just the more expensive ones. Any help would be much appreciated.

Hi Taz,

I am currently evaluating HD software for a non-profit. You can try looking at WebCenter: http://www.inet-sciences.com/techspec.html

They require you to have IIS or PWS installed but their documentation is quite good on this as I did it myself.

http://www.numarasoftware.co.uk/footprints/service_desk_software.aspx is out on version 10 now and has asset management bundled. It really has helped to stretch our financially speaking tight resources.
